Effie (Randolph) Flanigan (1870- 1945)

Effie J. Randolph was born on November 9, 1870, to Hillard Judge Randolph (1841–1923) and Cornelia Jane Moon (1845–1878). She attended the Martin Institute in Jefferson during the mid-1880s. At the age of 21, she married Allen Monso Flanigan, and together they lived both in Marcus, Georgia, and in a home in Jefferson.

They had three children:

  • Melvina C. Flanigan (1893–1945)

  • John Randolph Flanigan (1894–1958)

  • Allen Justice Flanigan (1896–1958)

Effie was widowed in 1909 and she survived her husband Allen Monso Flanigan for thirty-five years.

She saw her daughter, Melvina, marry Farrish E. Walker, with whom she had three sons and one daughter. Her son, John Randolph Flanigan, married Kathleen Holder, daughter of John N. Holder, who represented Jackson County in the Georgia House of Representatives in 1907–1908 at the same time that her late husband Allen M Flanigan was also a Georgia Representative. Kathleen Holder Flanigan became Effie’s second granddaughter. Effie’s younger son, Allen Justice Flanigan, married Sara Eva McElhannon. During her life Effie was an active member of the United Daughters of the Confederacy in Jefferson.

In 1945, after returning from a visit with her daughter, Mrs. F. E. Walker of Covington, Kentucky, Effie became ill and passed away in a hospital in Athens, Georgia on the first of June. Funeral services were held at the First Methodist Church in Jefferson, and she was laid to rest beside her husband in the Justice Family Cemetery near the family homeplace. Her son, Allen Justice Flanigan, applied for permanent letters of administration for her estate on June 5, 1945.
